Television characters tend to take on a life of their own and through the writer, often have some pretty profound things to say. While the quotes are attributed to the show's characters, Lucas and Nathan Scott, Haley Scott, Brooke Davis, Payton Saywer et al... one presumes the quote should be credited to the writer(s) of the show. In many cases, popular television shows have teams of writers or a rotation of writers that receive credit for writing various episodes so maybe it's too difficult to figure out who exactly wrote a certain in order to give credit.
